Have you tried using an app to call 911 during an emergency? The bigger the emergency the more calls come into 911 call centers, and the more likely you are to not get through using your mobile device when using an app. The reason is simple but frighteningly scary - 911 call centers are not equipped to handle certain types of broadband traffic from apps designed to help in emergencies.
 National Emergency Number Association (NENA), wants to make people aware of as it promotes new guidelines for mobile application developers. 
If you are a developer with an app in the market that functions to help during emergencies you need to take notice to what the NENA is saying because you might be wasting your time or worse - making an app that doesn't help at all.
